Bio

Hebah Abbas is a national resilience and infrastructure strategist advancing integrated planning across Kuwait’s utility and public systems landscape. With over two decades of cross-sector leadership spanning government, private sector, and civil society, she drives frameworks that align water, education infrastructure, environmental systems, and smart utilities with long-term national resilience and development priorities. 

She serves as Chief Specialist Engineer within Strategic Planning and Educational Facilities Infrastructure at the Ministry of Education and leads sustainability coordination through the Kuwait Water Association. As External Member of the Engineering Industrial Advisory Board at the Australian University in Kuwait, she strengthens policy-to-practice integration and national capacity building. 

Internationally, she engages strategic platforms including AmCham Kuwait and the World Association of PPP Professionals, contributed to the Arab Digital Roadmap 2025–2030 under the League of Arab States, and is a contributing columnist to Xinhua News Agency on infrastructure resilience and geoeconomic transformation. 

She is recognized for advancing whole-of-system strategies that embed resilience, sustainability, and infrastructure diplomacy at the core of utility transformation.
